31st December 2024 – (Hong Kong) The State Council of China announced on Tuesday the appointment of Chan Tsz-tat as the Commissioner of Customs and Excise for the Hong Kong Special Administrative Region (HKSAR), succeeding Louise Ho Pui-shan, who has reached retirement age. This decision aligns with the HKSAR Basic Law and follows the recommendation of Chief Executive John Lee.
Chan, 54, has been with the customs department since 1994, beginning his career as an inspector. Over the years, he has gained extensive frontline experience, including roles in border control, investigations, and tax duties. In 2008, Chan was seconded to the Commerce and Economic Development Bureau to help establish Hong Kong as a prominent wine commerce centre.
He was promoted to assistant commissioner in 2019 and took charge of intelligence and investigation in 2020, before being appointed deputy commissioner in 2021. During the COVID-19 pandemic, Chan played a crucial role in coordinating customs operations, particularly during the lockdown in 2022 and in preparations for the reopening of the border with the mainland.
Chan has also been a strong advocate for youth engagement, actively promoting the Customs YES programme, which encourages young people to participate in community service and educational activities. His leadership in this initiative includes site visits to significant locations, such as the People’s Liberation Army Hong Kong Garrison Exhibition Centre.
